Our sea-ways must be protected." Sir Robert Horne, referring ■ to the shipping subsidies, urged that very d'efinite action he taken. He would say to foreign nations when it caiiie to the question of subsidies, "we have as long a purse as you and longer. If you are going to continue your subsidies, we wiH run your ships off the seas."
