RESTR1GTION UNWISE The London office of the New Zealand Dairy Produce Board in reply to Mr. Baxter says th'e chief object of the Oittawa agreement is to stimulate Empire trade. Empire restriction was the direct negation of this. Britain was entitled to increase her exports of manufactures to New Zealand but it was essential that the Dominion's purchasing power should be maintained or increase d. The board does not think that the artificial restriction of the dairy output would raise the power to purch'ase British goods. It had been proved beyond question that increased prosperity in the Dominions was reflected immed.iately in increased imports from Britain.
