I Mr. Stanley Bruce, High CommisIsioner for Australia, speaking in jLondon expressed Jthe view tbat a Ctrong resolute policy of Imperial cojoperatkm was at present a paramount Inecessity. . , I A start towards such a policy iiad fbeen made at Ottawa. His complaint Iwas that Ottawa had heen treated as jan isolated incident, and not as the Ilavmg of a foundation upon which § would be built a great structure of in-Itev-Imperial trade. Britain with ,a rellatively large population had a valufahle home market, great supplies of [capital, and unrivalled experience. |The dominions and dependents of the t Empire had resources, hut not home markets, capital or experience. I With a policy of financial and ecofnomic co-operation the British nation could face the diffieulit conditions of [the next few years with confidence. [ Mr. Bruce suggested the setting up iof a small group of the hest men I available, who, divorced from all I other interest and activities, could devote their whole time to the paramount Imperial problem.
