Rec. 7 p.m. Shanghai, Nov. 20. Though frantic efforts at Nanking may avert threatened Separatist-In-dependent movements in Fukien, the situation is still fraught with danger. Martial law has been proclaimed in Fouchou. General Chenmingshu is scheduled to assume oifice as commander-in-chief at Fukien. The Kiveichow, Kaingsi, Kunnan and Kivangsi provinces to-day issue a declaration .of independence. This is expected to provoke developments.
