MAY BE HELD UP FOR CONGRESS APPROVAL A PARTY QUESTION

(Rec. 5 p.m.) Washington, Nov. 18. It is now believed that an extension of the Soviet credits will be withheld pending oCngressional approval, after Congress is convened in Janlary. Whether the Reconstruction Finance Corporation now has the power to engage in such credit operation is not clear. The Administration wishes to secure specific authority to prevent any hitch. It is assumed that Congress is willing to vote credit, although several Republican members indicate that they will make the question a party one and fight it .on the floor of both Houses. To-day Mr. Francis Sayre, a son-in-law of the late Dr. Wilson, was appointed Assistant-Secretary for State in charge of Commercial affairs. It is understood that he will devote much of his attention to Soviet affairs.
