SECRET PRIQPAGANDA AGAINST FRAN CO-BRITISH RELATIONS PUBLICATION IN PARIS

Paris, November 1,6. A' sensation has been caused by the publication in the Petit Parisien of a confidential documient addressed to German diplomatic agents abroad by Herr Goebels, head of the Propalganda Buraa.u, stating that all the efforts of German diplomacy are being directed towards upsetting Franco-British relations. The guiding principle of Germany's foreign policy is to secure the restitution of the Saar to Ger-many and at least part of the former German colonies ovei"seas. The document declares that France is Germany's irreconeilable adversary. Britain is not greatly interested in a new European confiict, but is considered France's strongest partner and most dangerous to Germany. The _ document advises the use of propaganda drives to unsettle France's alliances, especially with America, by means of wireless ser-
vices and the establishment of personal relations with journalists and newspaper proprietors. It declares, "Expense is no ohject." ThePetit Parisien expects Herr Goebels' denial, hut the paper guarantees the authenticity of its statements.
