ROTORUA BOROUGH
.COUNCIL MEETING PRIZES AND PROGRAMME FOR CHRISTMAS CARNIVAL. ROUTINE BUSINESS. The regular meeting of the Rotorua Borough Council was held 011 Wednesday night. There were present the Mayor (Mr. T. Jackson), Crs. E. T. Johnson, O. H. Coleman, F. Goodson, G. H. French, L. Woolliams, J. Banks . and G. Steele. A letter was read from the District Engineer, Puhlic Works Department, Tauranga, advising that as the result of a deputation from the council to the. Hon. the Minister of Public Works, the Main Highways Board had aigreed to subsidise the widening of the Hamilton-Rotorua main highway from the Utuhina Stream to the Pukeroa Hill on the basis of ±'3 fcr £1, subject to satisfactory proposals h:ing prep,a.red hy the council and approved by the department. Mr. T. H. Sloane wrote expressing regret that the council was spoiling the terrace on Rangiuru Street, for it was a beautiful walk on a sunny winter morning, even though there was no attention or care taken of it. He would like to know if the borough had had expert advice on the risk they wfere "takirg in cutting land blasting the side oif Pukeroa Hill, as he believed the largest hot water reservoir in Rotorua was under Pukeroa. In this connection the works committee reported that the matters mentioned by Mr. Sloans had been considered, but that it was considered that the work, when completed, would considerably improve the appearance of the street. In &ny uase, the work had proceeded too far to be stopped. It was decided to inform, Mr. Sloane that the oouncil proposes to plant creepers to cover the face of the batter when the work has been complet- - d. Miss P. St. Clair wrote asking if the council would remove a tree in front of No. 12 Amohta Street, as the tree was in the way of a proposed new gateway. It the tree eould he shifted a few feet on oue side it would be sufficient. The letter was referred to the general committee. The Commissioner of Crown Lands advised that the Hon. the Minister in charge of SQenery Preservation had decided that no more stone should be removed after the I'ublic Works Department has finished the present quarrying operations in the Mountain Quarry at Ngongotaha.
Stock Route. The clerk of the Rotorua County Council wrote .acknowledgmg receipt of the letter conveying the council's deeision in regard to the stock route and stating that the County Council was still of the opinion that the old route by way of Malfroy Road was preferable to the one now fixed by way of Devon Street. However the County Council had decided to erect notices at the intersections of Te Ngae and Tauranga Roads, directing the stock route round the north side of Lake Rotorua.
Loan Convers'on. •Tn, reference to the council's loan conversion, a letter was read from th • •secretary, Local Government Loans Board, Wellington, forwarding additional information writh reference to loan indebtedness and conversion. Ha also forwarded a statement setting out the position of the proposed conversion loans on ths suggested basis land stated that application should now be made for the approval of the
Loans Board as set out in their previous circular. Under the proposals as submitted, the council would be required to pay an annual amount of £1267 in respect of both conversion loans into the sinking fund, and this amount, together with interest charges at 4£ per cent. on the total loans, gave an annual total charge of £4981 10s, which would be maintaine I throughout the whole period of the loan. This represented an immediate reduetion on present charges of £348 8s lOd per annum. The propcsal is that there should be two loans, one of £23,766 0s lld for 35 years, maturing on Maich 31, 1969, and the other for £63,033 3s for 27 years, maturing March 31, 1901. With regard to the amendment of sightseeing licenses held by K Motors, Rotorua Bus Company, Ltd., rnd the R.M. Motor Companv, Ltd., a letter was reeeived from the secretary, No. 4 Licensing Authority, advising that before any amendment could be made to the licenses, seven uays; notice must be given of the authorby's intention and as there had been no public hearing in Rotorua since this
matter was brought before tlio notice of the Licensing Authority, it had not been made possible to legally authorise the proposed amendment to the licenses held by It Motors, Rotorua Bus Co. and the Rotorua Motor Transport Co. The council decided to support the applications of the ccmpany's when they are made. The works committee reported that it had reeeived from the Department of Tourist and Health Resor.s, a request that a sketch plan should be submitted showing the rou'e along which it is proposed to de\ .ate the
.steam from the Kuirau Pool. and also the situation of the proposed pipeline for the washing facilities, and that it had instructed the engineer to supply the necessary information and su'bmit same to the department. With reference to the requist from •Mrs. E. A. Rohertson that the sections helonging to her, piluated at the corner of Pererika Street and Phillip Street, should he filled on a'count of ihe footpath being raised. The committee reported that it had informed Mrs. Rohertson that the committee' oould not assist by filling and had • suggested that a drain should be dug along the rear of the section to dispose of ths stormwater drainage across Phillip Strret to diseharge into the main drain. j Park Seats. i The three park seats promised by the Tourist Department had been reeeived from the Government Gardens and were being placed at tbe south end of Fenton St. The engineer had been instructed to mount the seats i on.concrete blocks. | The comanittee had purchased #w0 ^aTvnmowers and proposed to give fn«
structions for the cutting of street ■frontages where the council had laid down oomplete blocks. during the last two years and where owners had not kept the frontages in order. •From Monday of the present week all available relief men were being placed on the cutting of broom in " streets and reserves. A circuliar letter had also heen sent to relief men reeeiving extra payment of 2s a day in connection with the Rangiuru St. ' work and pointing out that the council expected improved service for this subsidised payment. The Mayor stat'ed that when the men had first been placed on this work the position had been explained to them, but subsequently there had been so many transfers that very many of the men did not appreciate that they were being given a higher rate of pay in order to seeure better results. Instructions had been given for the engagement of extra assistance at the motor camp during the holiday period. The committee also reported having reeeived applications for soil for top-dressing of frontages and having advised the applicants that it was now too late to top-dress and that there was no more soil available for ihis year. Another applicant for the beautlfying of frontage in Ranolf St. had been advised that next year it was proposed to completely re-form the whole , of Ranolf Street and that on this account it was not considered advisable to carry on with any individual frontages at present. Advancement Committee. The advancement committee reported in connection with the question of a hall for the carnival dance, that it had declined an offer by Mr. H. Wilkinson and had decided that the ball should be held at Sylvana Cabaret. Mr. Wilkinson had asked £15 rental plus £12 10s for the orchestra for the evening and had made it a condition that no other musicians should be enigaged except his own orchestra. The chairman of the committee (Cr. Banks) said that the committee ohjected to the stipulation made by Mr. Wilkinson, which gave it no choice in regard to the selection of an orchestra. It was not prepared to agree to these terms and had decided to go elsewhere, particularly ,as the Sylvana Hall could be obtained at a low figure.
Christmas Carnival. With regard to the proposed Queen Carnival, the committee reported that matters in connection with the Queen Carnival had not progressed any further pending a conference with the natives. This matter would he further considered at the next meeting of the committee. In this connection Cr. Banks reported that there appear - ed to he many difRculties in the way of the nomination of queens and prospscts of staging the queen carnival did not appear hopeful. Matters in connection with the Christmas Carnival were well in hand. The following classes had been decided upon for Saturday afternoon aud evening, fancy costumes and decorated events: — t Afternoon. 1. Best Poster Costume, girl or hoy (under 14). 2. Best Fancy Dress (not poster), girl or boy (under 14). 3. Most Humorous Fancy Dress, girl or boy (under 14). 4. Best Duo Fancy Dress, girls or boys (under 14). 5. Most Original Costume, girl or boy (under 14). 6. Special elass for those not otherwise enumerated. The winners of the various sections to take part in the A Section in the evening.
Evening. 1. The winners of classes 1 to 6 in the afternoon. 2. Competitors from 14 years of age and over, the same as last year with the exception of A and B; the trophies to be the same as last year. Motor Yehicles. A. Baby Cars. B. Best Decorated Car (not baby). C. Best Decorated Lorry (under C class heavy traffic licensej. D. F>est Decorated Lorry (C class j and over'*. lE. Mosr Original Decorated Motor Car. F. Most Original Decorated Motor Lorry (any weight). C. Best D ecorated Horse-drawn Vehicle. With reference to the awards for the motor vehicles, these had not yet been finalised pending the canvass of the town being completed. For the procession it was proposed that the route in the afternoon should first be by way of Arawa, Tutanekai, Amohau and Fenton Street, and second time round via Arawa, Tutanekai, Hinemoa and Fencon Street. The procession, which will start at 10 o'clock, will be by way of Arawa, Tutanekai, Hinfemoa and Fenton Street, onee round only. The presentation of prizes will take place at the Town Square at 10.30 p.m. The committee had authorised the purchase of a supply of Chinese lanteras for decorative purposes. The library committee recommended that work on tlie partition in the reading room be carried out and that a list of new books as recommended by the purchasing committee be bought.
