RUSSIAN MINISTER SEEKS A NON-AGGRESSION PACT A BLOW AT JAPAN

Rec. Nov. 13, 5.5 p.m. New York, Nov. 12. A Washington despatch says that M. Litvinoff, Soviet Commissar of Foreign Affairs, is endeavouring to negotiate a Russo-American non-ag-gression pact in addition to the recognition of the Soviet by the United States. The general outline of the suggested treaty has been submitted to the State Department. It specifies that while the two governments recognise their respective territorial sovereignty, neither should recognise any territory seized by aggression 01* foree. Diplomatic circles interpret this as a direct invitation for the support of the United States against Japan with regard to Manchukuo.
