Mr. Bywater, in the Daily Telegraph, says: "The offieial announcement that Japan has decided tq construct an aerodrome on Saipan Island with the object of "studying atmospheric conditions" must raise the question of the administration of the Marien Islands. These islands constitute a series of advanced bases from which Japan could harass a hostile fleet crossing the Pacific. Saipan owes its importance to the fact that it is in proximity to Guam, the principal advance post for the United States fleet in the event of pomplications in the Far East. Consequently the construetion of an aerodrome at Saipan, which could he used by rnilitary aircraft, is bound to be critipised in the United States"
