(Rec. Nov. 6.) Washington, Nov. 5. The State Department forwarded a sharp Note to Greece to-day protesting against th'e refusal of the courts there to grant the extradition of Samuel Insull, the fugitive Chicago utilities magnate, who is ^ under indictment there for defalcation in connection with the collapse in 1932 of his vast holdings. The department's Note held that the courts' position was "utterly untenable. The United States, th'erefore, _ has formally denounced the existing Greeco-American 'extradition treaty.
