I MILITARY SIGXIFICANCE (Rec. n.:i.r) p.m.) London, Oct. 28 [The Daily Telegraph publishes fully [r. He gave other details howing the essentially military charlcter of the proceedings. I The Daily Telegraph's Berlin corlespondent says that Mr. Panter, repasing to mahe anv statement except in the presence of witnesses, was told [hat he would not be allowed facili;ies for censultations while he persisted in his attitude. Consequently be submitted on Thursday niglit to m examination lield in the presence af witnesses when he declared that he lad only done his duty as a journalist in faithfe.lly reporting events of public interest. He strongly denied any action prejudical to the interests of the German State. There is reason to believe that the statement might have turned the matter in Mr. Panfcer's favour but for his disposition, and in the unknown circumstances of the German journalists' simultaneous arrest. The result is that a charge is now being officially brought. Attempts to obtain legal assistance on his behalf have so far been unsuccessful.
