SYLVANA CABARET
REMOVAL QUESTION BOROUGH COUNCIL DISCUSSES RECENT OFFER BY MR. LLOYD COMMITTEE RECOMMENDATION The offer recently made by Mr. C. R. Lloyd to move the Sylvana Cabaret building from its present site into town and to enter into an arrangement with the Rotorua Borough Council for the use of the hall when necessary, was discussed at Wednesday night's meeting of the council. •Mr. Lloyd, as president of the Rotorua Gymnastic Club, offered to shift Sylvana to the site offered by the council on the town belt and to make alterations to bring it in line with gymnastic and social requirements. The total jrice for the complete building was £875, of which Mr. Lloyd required £500 in cash, and was willing to take his chance of seeuring the remaining £375, after payments on the £500 had been made. Three arternative proposals were submitted as under: — (a) The council to provide the sum of £500. Bank rate of interest to be stiuck and payment spread over a reasonable number of years. The club to repay Mr. Lloyd as best it can after the council's yearly repayment has been made. In the event of the club defaulting to the council (though a reasonable default clause to be mutually agreed upon), the building to become the sole property of the council. (b) The £500 to be raised by bonds or guarantees and in the event of the club defaulting to the bond holders or guarantors, the council permit the bond-holders or guarantors to run the hall until such time as their bonds have been met through rentals, etc. The building then to revert to the council. (c) The £500 to be raised by way of bank overdraft by the club and guaranteed by the council, the latter to have for security of its guarantee the whole building. (Mr. Lloyd to be treated as in clause (a).) At the previous meeting of the council when Mr. Lloyd's offer was received his letter was ref erred to the Finance Committee for consideration. The Finance Committee in this connection recommended : — "That proposal (b) be agreed to subject to the following amendment: 'That if the club defaults in payment, the council to have the option of acauiring the ownership of the building on payment of the balance of unpaid bonds, or, if the council does not wish to take over the building, the bondholders have the right to sell the building for removal.' " When the matter came up for discussion, Cr. G. Steele immediately rose and moved that the proposals as a whole be definitely declined. He could not see that the building would be any use to the council. Mr. Lloyd had made similar offers to the A. and P. Assn and after going into the ouestion thoroughly the association had decided to have nothing to do with it. He thought that the council should take the same attitude. In any case he was strongly against the council spending any money in the matter. Cr. F. Goodson: The council is not being asked to spend any money. The mayor (Mr. T. Jackson) said that the courtNl could not participate in the pro; osal if it meant that the hall was to be used as another dance hall. It could give its support only if the hall was to be used for a semipublic purpose, such as for the accommodation of sports bodies and so on. The Gymnastic Club, he considered, was worthy of support, and the committee had taken this view in making its recommendation. The council was committed to nothing beyond asking for the option to acquire the property if it thought fit. C '. E. T. Johnson suggested that if the building was moved, it should be placed on the Kuirau Reserve at the end of Arawa Street. If this was done, it might be useful at some future time as a sports pavilion or grandstand. After some further discussion, it was decided to adopt the recommendation of the committee.
