(Rec. 10.5 p.m.) Berlin, October 27 Light on the new German Penal Code, which is based on Nazi principles, was given by Dr. Franck, Minister of Justice. The Minister described the guiding idea of the code, which would be inaugurated possibly before the end of the year as pro tection of the "strong, healthy and efficient part of the nation against the inferior and decadent minority." Dr. Franck says that society as a whole must not wait until it is attacked but must take measures in de- I fence. Racial security would 'be en- ■ sured by sterilising ehponic criminals i and other inferior elements. The ' Italian example had been followed in ! the attitude toward offences against : the State. Treason will incur the heaviest penalties. The civil law, he said, had also been revised with a view to securing "certainty of speed authority." Unnecessary formalities and bureaucratic methods were being abolished. Finally a special committee would be appointed to deal with the relationship of citizens to the new State in matters of right of property, family inheritance and so forth.
