Shianghai, Octoher 25 Alarming reports of troop movements continue to reaeh here through foreign travellers in Siberia, indicating that the Soviet is steadily massing on the Soviet-MJanchukuo border where the Mjanchukuo and Japanese troops iare gradually concentratinig] on Mukden and Changchung. Haribin officials maintain that these are merely ■preparing to launch an offensive against bandits. It is also reported that the Soviet is speeding the construction of heavy ■defence works along the border, where fortifications have been erected on the northern bank of the Heilingkiang River, for a distance of 30 miles on hoth sides of Blagoyyechensk. The forts are being built at three podnts.
