"Standing orders" of the Rotorua Borough Council have forbidden councillors to smoke before 10 p.m. Under pressure from some of the new councillors this year the mayor (Mr. T. Jackson) redueed the time limit to 9.30, but even with this eoncession some of the smokers among the councillors have felt the restriction ratherkeenly. When the lights suddenly failed before 9.30 last evening, therefore, the pretext was eagerly seized npon. "May me smoke, sir," came from several directions in the darkness and with nothing else to do, the mayor agreed. The smokers were just commencing to light up when the lights came on again, but tbe mayor alleviated anxiety by remarking that be did not tbink he could rescind his decision. So councillors were five minutes ahead of the time limit in lighting up.
