London, October 18 The Financial Tianes' Tokio correspondent says that Japan is planning economic self-sufficiency by capturing new markets to recoup' the losses due to foreign tariffs. She intends to take Sou'th American raw materials, includinig! meats, wool, wheat and hides in exchange for manufactures. At present almost all her wheat is imported fromi Australia and Canada, and her beef -tallow and wool from Australia. The Government, hecause it may cost more to purchase from South America, is forming a great National Trading Company with hranches throughout South America. Litjtle success has attended Japanese wool growing because bamboo grass is fatal to sheep. As Manchuria and Korea are not handicapped in this respect the new Japaitese Manchurian Sheep-railsdng Association expects to increase its flocks from the present 2,000,000 to 25,000,000 within 25 years.
