BREATHING SPACE
CONCERTED ACTION (Rec. 7 p.m.) London, Oetober 16 The Times endorses the disarmament adjournment as an opportunity for the nations to obtain a breathing rpace. It adds: "The governments can then determine how to handle the situation calmly with a view to maintaining peace by progressive substantial disarmament. The most hopeful feature is the world's almost complete unanimity against Germany which is the best guarantee of praetical cooperation. The immediate problem is to determine what collective action will convince Germany of the seriousness of her blunder."
