TROOPSCONCENTRATING OVER RAILWAY QUARREL

Shanghai, October 15 Manchukuo troops are concentrating at Hailar, 110 miles west of Manchuli. M. Slavutslcy, the Soviet ConsulGeneral has lodged a fifth protest concerning the detention of Soviet railway employees, and is again demanding their release. Commerce and trade at Harbin are completely at a standstill, while the population anxiously awaits a solution of the present impasse.
