A DISASTROUS SHOCK
FOUR POWERS STAND OUT (Rec. 10.50 p.m.) London, October 16 The Daily Telegraph says: "Germany is still a signatory to the Locarno Treaty and remains bound by the Kellogg Pact. Nevertheless, it is undeniable that the League has suffered a disastrous shock now that Germany has followed Japan while Russia and the United States are also standing apart. The London Daily Mail says: "Germany administered a distinct shock to the League which will he left 'in a tottering condition if four of the seven great powers remain outside. The Government ought to be particularly careful to keep step with public opinion both at home and in the dominions. The Goverhirient's task is to see that the Empire is not involved if the powers take counter steps against Germany."
