Washington, October 11 During the war debt negotiations to-day the British eommissioners presanted four points of appeal as to vhy Britain should be granted a substantial reduction, but the extent of the reduction desired has not yet been officially stated. The Unitecl "States Treasury officials are studying the appeal which mentions the following points: (1) Britain received less favourable treatment when the debt was funded than did other borrowing nations; (2) when the debt was funded increased world prosperity was anticipated, whereas it has diminislied; (3) Britain spent far more here during the war than the amount borrowed from the United States Treasury; and (4) the war debts were not a commercial loan. Negotiations will be continued tomorrow when the British proposals may be presented.
