I Labour difficulties, particularly I ihe recurring violence and discord Ijtthe so-called "captive mines," abI sorbed the major portion of ithe at- ■ lion of N.R.A. administrators toIjay. After a long conference with I ihe major steel executives, Presid|Ent Roosevelt issued an eight points Iplan to serve as a fcasis for negotia- ■ lion between the mine operators ■ and the striking miners.
I It emphasises that the "captive Ijines" must operate under the reguKr coal codes and insists upon the Kght of the workers to bargain col■ctively with the operators through Representatives of their own ehoosW" ■ This is interpreted as meaning that Ijtie operators must recognise the fcour unions. The President declared ■at if an agreement was not soon pached, he would impose, through an ■secutive order, "Conditions of work fcstantially the same as those which Htain in the commercial mines." ■ During the day, the President dediKed a memorial to the late Samuel ■jompers, formerly president of the ■merican Federation of Labour, and ■ppealed to both Labour and Capital Br "unselfish patriotism."
