FASCISM HAS NO HOLD ON THE BRITISII EMPIRE DOWNIE STEWART'S OPINION

Toronto, Sept. 27. The hope that the British Commonwealth would h'old fast to the ideals of democracy was expressed to-day by Hon. W. Downie Stewart in addressing the Political Association. The difift of Europe wfis towards Fascism ;a.nd dictatorships, but, he added, "Fascism has not taken substantial root in Britain nor in any Empire countries." TVTfr. Stewart admitted the claims of the crities that democracies are^ inclined to be unstable, and explained that its two great dangers were degeneration into anarchy or the de.velopment of dictatorship. Associations of manufacturers, workers men of letters, and men of science, freedom. of the press and an independent judicial system were the safeguards which helped to save democracies from slipping into dictators' hands.
