WILL NOT REDUCE BUILDING (Rec. Sept. 27.) Washington, Sept. 26. The United States has inf ormed the British Government that it cannot postpone any part of the naval building programme now under way, as was suggested last week in London. The British Government is reported as feeling that the carrying out of the 238,000,000 dollars naval eonstruction programme will have a bad effect on moves to limit armaments. The source through which the United States position was made known in reply, was not revealed at the State Department.
