DOLLFUSS TAKES REINS OF POWER INTO HIS HANDS DOMINANCE OF HEIMWEHR

Under the reconstruction of the Cabinet, Dr. Dollfuss- becomes Chan-. cellor, Foreign Minister, Minister of Agriculture and Minister of Public Security and Defence controlling the army, police and gendarmerie. The reformed cabinet is a simple hody consisting of only five ministers and seven secretaries of state. Herr Fey, hitherto Minister for Public Security becomes Vice-Chan-cellor in place of Dr. Winkler while Dr. Buresch remains as Minister of Finance. The facts thus far revealed indicate that Dr. Dollfuss has capitulated to the Heimwehr apart from their demands that Herr Fey should be made an executive minister. Nevertheless, Herr Fey after the Chancellor, is the riiost important man in Austria today. A year ago he was merely a subordinate leader in the Heimwehr which was originally the smallest party in Parliament hut is now the greatest power in the land.
