(Rec. 10.20 p.m.) Washington, Sept. 19. Protraeted negotiations upon- the N.R.A. coal code were definitely completed to-day when President Roosevelt signed the instrument eliminating a highly controversial section which attempted to interpret the labour clause in the National Recovery Act. General Johnson and others concerned with the N.R.A. negotiations, hailed the signing of the code as the most ' significant development so far while some viewed it as a direct prel'ude to Government control. The strike situation generally is unehanged but it is hoped that the signing of the coal code will settle the labour troubles in the industry. At Brockton (Mass.), however, 8000 shoe-workers walked ont while the silk-workers strike is also under consideration.
