Paris, Sept. 14. M. Herriot, after visiting Russia, declares that he saw no starvation there. It was ridiculous to suggest that anything was hidden from him or that he was shown only the best. He predicts that Russia -will develop the industrial character of the United States for which she possesses both the men and spirit.
