London, Sept. 14. The Daily Herald's diplomatic correspondent says that Japan is on the verge of passing into the control of a, military dictatorship pledged to a policy of hig armaments and aggression ahroad. General Araki, the War Minister, who Is known as the Japanese Mussolini, has secured the resignation of Count Uchida from the Foreign Minister and appointed his friend, General Koho Hiroto to the office. This is a step towards the abolition of Parliament and placing the power in a council of state controlled hy army generals. General Araki has the support of the "murder gangs," composed of young officers who are out to assassinate democratic politicians. General Araki has dreams of a Japanese "liberation" of India, visioning a great Empire in which Japan will exereise hegemony over all Asia.
