AN ADMIRAL RETIRES TO GIVE YOUNG MEN A CHANCE
Rugby, Sept. 3. The Admiralty announces that Admiral Frahcis Mitchell has been placed on the retired list at his own request, in order to facilitate the promotion of youpger officers. Vice-Admiral Sir Frederick Larken is phomoted to admiral. Rear-Ad-miral Charles Little is promoted to .vice-admiral, Captaih Richard Plo%Vden is promoted to rear-aduiiral^ and posted to the retir.ed list, and Captain Saint Aubyn Wake is promoted to rear-admiral.
