London, Sept. 1. "I open this congress of victory," declared the deputy Nazi chief, Herr Hess, at a gathering of 15,000 delegates at the Nuremburg Town Hall, after which a thanksgiving hymn was sung. Then there was a continuous rolling of drums while the roll of honour of Nazi martyrs was read. Herr Hess specially welcomed the Italian delegation. He declared that Herr Hitler was the guarantor of final victory for the nation. Hitler's name was thunderously cheered.
