JAPANESE PROPOSALS OUTLINED FOR THE CONFERENCE INDO-JAPANESE TREATY Banff, Aug. 22. At the Conference of the Pacific Rel atxons Institute a Japanese member outlined the proposals which his Government will submit to the forthcoming Simla conference on the cotton trade at which the British will alege that illegitimate competition against Lancashire is being olfere.d by the Japanese cotton spinners, through the low wages paid in that country. Japan will contend that her wage normal3 having regard to the conaitions in Japan. At Simla a proposal is likely to be made for a treaty between Japan and India, based on a system by which tariffs will be lowered, and India agree to take a certain proportion of Japanese cotton goods, while Japan will take a quota of raw cotton from India.
