It is expected that the Executive Council will to-day proclaim .the Blue Shirts an illegal organisation. if this is done, unless Generai O'Duffy and his colleagues resign, they will be liable to be arraigned before a military tribunal with power to inflict any sentence ineluding death. General O'Duffy is at present making plans tp address branches of the National Guard in all parts of the country.
