Washington, Aug. 21. The administrators of the recovery scheme, following their success with the steel and oil modelled code of fair competition, decided to-day to bring the bituminous coal industry quickly within the national recovery administration's widening circle. Aides have been appointed by General Hugh S. Johnson, the chief administrator, for* a house-to-house- and store-to-store canvass. This will commence next Monday with the objective of placing the "blue eagle" in every window and ensuring victory for President Rooseve-lt's re-employ-ment campaign. General Johnson himself, has tentatively fixed the middle of November, or the end of the. year at the latest, to retire from the post he holds. By then he expects the emergency work will be finished and a permanent a-dministrator will carry on in his place.
