labour campaign MR. HOLLAND OUTLINES THE PARTY' S POLICY INDUSTRIAL REHABILITATION

Christchurch, Monday In opening the Labour campaign in the Lyttelton by-election to-night, -the Leader of the Opposition, Mr. H. E. Holland, paid a glowing tribute to the . late member, Mr. J. McConibs, and declared that liis widow, who was now standing for the seat, was among the ablest of the women in public life in New Zealand. He was cobfidr ent that she wonld go down in history as the first woman to sit in the Parliament of the Dominion. Mr. Holland" outlined a policy of industrial rehabilitation including an extensive , programme of public works, large scale land settlement, guaranteed prices for the prim'ary producer and standard wages.and shorter hours for the wage earne-r. He. also dealt with the necessity for safeguarding and developing the secondary industries of the Dominion and explained the Labour financial proposals which included the nationalisation of the banking system of the country. He suggested that .once industrial activity was restored, the velocity of the circulation of all money whethe-r -hy cheque or legal tender, would be increased. There was no less actual legal mohey in New Zealand now than there was before the slump. Our internal troubles were largely a result of the overseas.,fali in prices. Mr. Holland also? stringently criticised the. Government. methcdn''contending that neither Mr. Forbers or Mr. Coates had been .able to do a great deal to remedy matters by their visits abroad
