Munich, Augcst 21. Herr Habicht, in a radio broadcast said .that a confederation ,was the only possible solution of Austria's difficulties. The-re could be no peac'e or stability in Europe until Austria and Germany were united. The Dolr fuss Government was, waging war against, its own. people.
