Beriin, August 20 Sixty-one Communists have been arrested at Oppeln, Silesia, allegedly for planning a re.volutionary movement in conjunction with..the Communists of other cities. Four persons who were arrested at Munich were canght redhanded folding and packing several thousand copies of a Communist newspaper containing incitements to civil war and a general strike. The printing plant was confiscated.
