(Rec. August 5) Capetown, August 4. During the discUssion at the concluding stage of the Criminal Law Amendment Bill-.in the South-West Assemhly, Dr. Hirekorn moved that the title he changed to Martial Law Ordinance, but the motion was disallowed. The ordinance makes it an offence to threaten, incite to hoycott, make propaganda, wear foreign uniforms, or jo-in any foreign political organisa'tion which is subversive to good government. Germans intend to petition the Union Government to withhold its sanction.
