AMERiCA VAGUE MacDONALD "CONFIDENT OF ULTiMATE , • SUCCESS : TAKINGf OFF COATS

-By Telegraph — Copyright).

(Rec. June 23.) . ; London, June 22. A Sun Service message. says there is a widespread feeling that Mr. Ramsay MacDonald must have sadly misunderstood Presid, ent, Rppsev'elt when in Washington for he reported that Mr. Roo.sevelt was most anxious to assist to overcome the depression hy united action, whereas, as it now seems, he is bent upon a policy of isolation, being determined to try the panacea of a huge public works programme, plus the cheapening of pioney. If the rest of the world is read'y for an adjusfment of their plans to his internal policy well and good; if not they may have to go forward without America. Mr. Ramsay MacDonald on the other hand, maintains profound confidence, declaring that the delegates are just commencing to take off their coats, but, fearing American aloofness several delegates have. already slipped away. Baron von Neurath Germany, frankly said he would not return unless a more definite policy emerges from the discussions. M. Litvinoff is conspicuously absent from the debates. He has haunted the lobbies and approached the American delegation, requesting recognition of the Soviet hy the Republic.
