THE BRITISH O.FFER Rec. june 14, 8.50 p.m. Washington, June j.3* Mr. Roosevelt will reply on Wednesday to the British offer of partial payment of the war debts, with a message which is expected to spring a surprise among the company of nations. ■ There is a basis for the convictiori here that the injection of war debts irito the ecOnomic parley brought about the sjtuation whieh caljed for the American answer. It is intimated in high quarters that the surprise wi'll be contaiixed in either' a message. in reply regarding the debtsj or an accompariying document stating that .it is the intention of Mr. "Rooseye.lt to receive Great Britain's offered payment, pending the aceomplishment by the conference of the stabilisation pf currency and the lowering • of the world tariff walls.
