MANCHUKUO ADVISED TO NEGOTIATE WITH SOVIET Rec. May 24, 8 p.m. Tokio, May 24. Cabinet has- deeided to advise Manehukuo to negotiate with the Soviet for the aequirement of the Chinese Eastern Railway, but whether by purchase, lease or control, is not determined, pending the decision as to the l'egal ownership.
