CHINA THE VICTIM
REPLY TO ROOSEVELT Rec. May 21, 11 p.m. London, May 21. The Chinese Legation in Londoh has issued the Nanking Government's reply to Mr. Roosevelt. It considers that China is the victim of aggression and says: "Cities have been destroyed, and men, women and children have been slanghtered. No Government, therefore, is more anxious to see all countries enter a pact of non-aggression." f
