BY LABOUR PARTY Sydney, May 19. Action to ehallenge the validity of tho Upper House Reform Bill will commence to-day before the Chief Judge in Equity (His Honour, Mr. Justice Harvey). The plainiiffs are Mr. A. B. Piddington, K.C., Mr. Concannon, M.L.C. Mr. A. C. Willis, M.L.C. , and two others whose names are not yet diselosed. The Premier, Mr. B. S. Stevens, .the President of the Legislative Couneil (Sir J. B. Peden), and the Electoral Commissioner (Mr. Justice Edwards) and the whole of the Cabinet will be joined as respondents.
