Baron von Neurath in a blunt announcement in Leipzig newspapers removed doubt of Germany's inten- • tions: He deelares that 15 months discussions at Geneva approved the refusal of highly armed states to dis.arm and negatives Germany's demand for equality. Even such disarmament as might be adopted would compel Germany to create a military and air ' force and higher calibre guns. Those ref using to accept for themselves the restrictions imposed on Germany in the Versailles Treaty would not reproach her. Germany's standpoint was morally unimpeachahle.
