It is rumoured that the United i States debt offer to France, in which ■ her interest is cancelled and the debt reduced to capital alone, stipulates that 30 per cent is to be paid immediately in gold and silver and the ballance in annuities, spread over 50 years. The debt may be commercialised in the form of an internal loan.
