MacDONALD'S ANTICIPATION OF WASHINGTON CONFERENCE

(Rec. April 15.) Rugby, April 15. The Prime Minister told the House of Commons that when in the United States he will discuss with Mr. Roossvelt (the president) the war debts, wholesale price levels, and disarmament. Both Governments were agreed that there "should be a pr.eliminary and candid examination of the war debt situation, a settlement of which would be one of the greatest blessings to the present generation. An instalment of the debt payinent became due on June 15 and before then there would have to be a personal and candid examination for it was not going to be merely a matter of experts.. No provisional agreement, however, subject to acceptance by Cabinet, would be entered into as a result of his Washington visit. There would merely be an exchange of views. Mr. MacDonald added that he would take the opportunity of his visit to speak to Mr. iRoosevelt, as president of the International Economic Conference. No great success could result from that conference unless part of the obstructions raised by the way of international trade were removed. He wanted to get co-operation of a most cordial charcter, and if he could do that he thought his mission would be suceessful.
