BILL IS INTRODUCED Rugby, April 5. The Russian Goods Imports Prohibition Bill was introduced in th'e House of Common'3 and read a first time. The text of the bill gives- power to prohibit the import of all Russian goods except by the Board of Trade license. In regard to goods which are manufaetured partly in the Soviet Union and partly in some other country it has to he proved that 20 per cent. of their value is attributable to processes under/gone since they . left the union. The proclamation does not app'ly to goods , for1 re-export. The measure is to come into opeyation on April 18, thS day after the existing trade agreement expires.
