PROGRAMME TO BRING UP TO LONDON TREATY STANDARD CRUISERS AND DESTROYERS

Rec. April 2, 5.5 p.m. New York, April 2. The New York Times' Washingtcn correspondent has learned. that the Navy Department.has.a plan for, s.ubmission to the president, Mr^ Franklin D. Roosevelt, designed to make; the fleet the approximate strength fixed by the London .Treaty. The-. .cost will be, approximately 230,000,000 dollars spread, over. threeyears, and. 46,000,000 dollars will be expended the first yea,r. .. . . .. , The programme envisages the construction of 20 destroyers, five light cruisers, four submarines and, one " aircraft carrier. The .cruisers specified. are 8000 to 10,000 tons with 6inch guns. ■ The programme is only about one- . third of the tonnage recommended in 1 1930, which Mr. Hoover rejected. . One cruiser designed has an aero- • plane landing deck. -
