U.S.A. AND NATIONS THAT HAVE FAILED TO PAY DEBTS

Rec. Mar. 26, E.30 p.m. Washmgton, March 25. A defmite distinction was drawn on Saturday night by the Administration between discussing the revision of war debts with nations who have made payments and countries, including France now in default. The Secretary of State, Mr.. Hull, says, "As to Governments that are in default or which have deferred their payment of inter-Government-al debts, I cannot say at the present tirne when we will. be able to discuss their debts with these Governments." The State Department officials de- I clined to amplify this statement. ;
