FURTHER BUILDING Washington, March 7. Mr. Claude A. Swanson, Secretary to the Navy, in a s.tatement to the press to-day said he would malce every ellort to build the Navy up to the limits of the London Treaty, as soon as conditions permitted. "My opinion is that the fleet should be built up to treaty limits as soon as possible," Mr. Swanson said. "There will be no shift in the fleet until the situation in the Orient changes.* It will remain in the Pablfic," Mr. Swanson said he favoured the development of lighter-than-air craft at reasonable expense.
