BRITISH DIPLOMACY Rec. March 1, 7.55 p.m. i London, February 28. Tho leadcr of tbe Japanese delegation to Gcneva, Mr. Matsuoka, said that tbe British arms embargo was a masterpiece of diplomacy. "I would be better pleased," he said, "if the embargo had been limited to Japan as we would then be legally justified in searching any sbip with arms destined for China. But this declaration will avoid all international complications. The embargo will not harm Japan as she is producing all the arms she needs at home. Arms sent to China will merely serve to equip the Chinese war-lords who will then be able to figbt among tbemselves.
