London, February 23. The Daily Herald says Mr. W. McL, Citrine, who has just returned from Berlin, states that Germany is moving rapidly towards a reign of terror. Herr Hitler, by using shootings, jailings, and intimidation is threatening the destruction of all pretence at politieal liberty. The militarist easte is aiming at power and shootings are common. Deaths of opponents of the Nazis go unpunished. There have been over 100 murders of Socialists sinee Hitler took oflice. Captain Goering has instructed police drastically to combat "subversive" organisations, including the Socialists, trade unionists and Communists. Mr. Walter McL. Citrine, general secretary of the Trade Union Congress since 1926, is a director of thse Daily Plerald, Ltd. He is also president of the International Federation of Trade Unions.
